- Coordinate and strengthen national efforts to promote and nurture Samoan Culture and creativity
- Develop and Implement National Culture Policy
- Promote cultural issues in national development planning
- Preserve and nurture Samoan tangible and intangible heritage
- Record, promote and disseminate Samoan language, oral traditions, traditional skills, knowledge, entertainment and sports
- Participate in national efforts to record, protect and manage national heritage sites
- Operate and develop Museum of Samoa to preserve material heritage and provide information on Samoan culture, history and nature
- Develop national archives project to preserve Samoan archival records and strengthen public record keeping
